Overview

ITility is seeking an experienced, results-oriented Human Resource Team Lead for Learning, Development and Compliance functions to support the Human Resource (HR) Manager and provide guidance to a team while supporting the client’s mission.  This individual will be a member of a cross-functional team.  This position is contingent upon contract award.

 

This position will sit onsite at the Client location in Washington D.C. Metropolitan Area.

Responsibilities

Duties /Responsibilities:

  • Lead and oversee a small Workforce Learning and Development team and a Compliance team to facilitate and support client human capital efforts and objectives.
  • Collaborate with ITility HR Manager and host client human capital management partners to optimize and integrate HR Learning, Development, Policy Compliance best practices in support of client organizational goals. Build strong and collaborative relationships with client, stakeholders and IC leaders across HR and other integrative operations.
  • Provide leadership and technical support.
  • Provide teams with the training, guidance and resources needed to foster and sustain collaborative relationships, strengthen task competencies and optimize productivity. Serve as a learning partner to key centers, departments and offices, understanding their needs and provide deliberate and actionable solution-based courses of action to mitigate problems.
  • Manage assigned learning projects from conception through implementation
  • Assist with creating success metrics (pre-/post-tests, feedback surveys, completion rates) and report on impact of training.
  • Ensure data accuracy and integrity in all relevant HR systems.
  • Support HR programs, processes, coordinating projects and act as liaison between HR Manager and team.
  • Partner with HR team members or others to troubleshoot and maintain data integrity.
  • Identify opportunities to automate manual processes and streamline workflows through enhancements
  • Serve as subject matter expert on system and platform capabilities
  • Establish governance and audit processes to ensure data quality, compliance, reliability and sustainability.
  • Expand the use of dashboards, automated reporting and tracking and analytics capabilities to support decision making.
  • Develop, update and maintain user guides, training and documentation and facilitate client learning opportunities to bolster workforce knowledge, skills and abilities
  • Collaborate with HR staff to identify and implement system and process improvements related to HR workflows, automation, data management, and reporting; recommend and implement solutions.
  • Partner with HR Manager to execute performance management.
  • Assist with teammate lifecycle through recruitment, training, and development.
  • Provide day-to-day support as needed. Assist with assigned Ad Hoc tasks/projects.

Qualifications

Required Skills/Abilities:

  • Active Top Secret SCI Clearance with Counterintelligence (CI) Polygraph.
  • Experience supporting the Intelligence Community (IC) in an HR role.
  • Demonstrated strong analytical and problem-solving skills.
  • Ability to prioritize tasks and carry out multiple assignments concurrently.
  • Ability to act with integrity and professionalism and maintain confidentiality.
  • Excellent verbal, written, interpersonal, conflict resolution and communication skills.
  • Excellent organizational skills, attention to detail, time management and ability to meet deadlines.
  • Ability to collaborate effectively with stakeholders across departments and levels of the organization
  • Proficient with Microsoft Office Suite (Work, Excel, PowerPoint, SharePoint).
  • Ability to work independently and as part of a team.

Education and Experience:

  • Bachelor’s degree in HR, Business Administration or related field.
  • Minimum of 10 years of experience of HR management required.
  • 15+ years of experience in lieu of a degree may be considered.
  • Prior team lead experience required.

Highly Desirable Skills/Abilities:

  • HR and/or Workforce Management experience supporting the Department of War (Defense)

Physical Requirements:

  • Work is performed in an office setting.
  • Prolonged periods of sitting at a desk and working on a computer.
  • While performing the duties of this job, the employee is regularly required to stand, sit, demonstrate manual dexterity, climb stairs, talk, hear and see.
  • Must have the ability to lift 15-25 pounds.
