Overview

ITility is seeking an experienced Human Resources Compliance Specialist.  This individual will be a member of a cross-functional team on our Learning, Development & Compliance Team.  This position is contingent upon contract award.

 

This position will sit onsite at the Client location in Washington D.C. Metropolitan Area.

Responsibilities

Duties /Responsibilities:

  • Act as Human Resources (HR) Policy and Compliance subject matter expert by preparing and facilitating the required policy documentation for coordination by and ensuring compliance with applicable HR guidelines and legislation.
  • Collaborate with Workforce and HRIS Management Team Lead, Human Resources (HR) Manager and host client human capital management partners to optimize and integrate HR Policy and Compliance best practices in support of client organizational goals.
  • Build strong and collaborative relationships with peers and client partners to help drive organizational policy compliance goals.
  • Ensure that all policies and manuals are written according to proper government regulations and industry standards; strong writing, analytical, and critical thinking skills to ensure policy clarity, compliance, and operational consistency across the organization.
  • Assist with developing and implementing internal audit and review protocols to ensure and measure the effectiveness of and accountability to existing policies and Standard Operating Procedures (SOPs).
  • Assist in the preparation of compliance reports, annual reports, and policy performance metrics for leadership review and consumption. Provide feedback for continuous improvement based on analysis of trends and data.
  • Assist with developing, drafting, and editing HR/ organizational policies, directives, desk guides, and internal procedural documents.
  • Collaborate with subject matter experts to ensure accuracy, clarity, and consistency across all policy materials.
  • Assist with identifying areas of noncompliance or potential risk and work with teams to develop practical, achievable action plans to address gaps. Monitor follow-up activities to confirm resolution and continuous improvement.
  • Provide support to the administrative team with various HR related tasks and assignments.
  • Verify compliance and ensure operational practices align with documented standards.
  • Assist managers and other HR staff in the technical writing of the HR policies based on existing policies and procedures.
  • Ensure that all policies and manuals are written according to proper government regulations and industry standards.
  • Ensure policy clarity, compliance, and operational consistency across the organization.
  • Ensure all HR and other policies and procedures are properly documented and effectively communicated to relevant stakeholders.
  • Assist with developing and implementing internal audit and review protocols to ensure and measure the effectiveness of and accountability to existing policies and SOPs.
  • Assist in the preparation of compliance reports, annual reports, and policy performance metrics for review.
  • Provide feedback for improvement based on analysis of trends and data.
  • Facilitate the adoption of Artificial Intelligence (AI) tools
  • Organize and update shared drives, templates, and SOPs.
  • Maintain knowledge of of changing legislation and policies that impact HR regulations and guidance that could impact the organization.
  • Maintain a manual consisting of all relevant and current HR policies and procedures and serve as key advisor in interpretation of its content.
  • Provide day-to-day support as needed. Assist with assigned Ad Hoc tasks/projects.

Qualifications

Required Skills/Abilities:

  • Active Top Secret SCI Clearance with Counterintelligence (CI) Polygraph.
  • Experience supporting the Intelligence Community (IC) in an HR role.
  • Strong writing skills with attention to detail
  • Strong analytical and research skills
  • Excellent communication skills, both verbal and written, with the ability to articulate complex concepts clearly and effectively.
  • Strong interpersonal skills and the ability to build rapport with employees at all levels of the organization
  • Ability to develop policies aligned with organizational goals
  • Ability to prioritize tasks and carry out multiple assignments concurrently.
  • Ability to act with integrity and professionalism.
  • Excellent organizational skills, attention to detail, time management and ability to meet deadlines.
  • Ability to collaborate effectively with stakeholders across departments and levels of the organization.
  • Maintain version control and documentation workflows using collaborative editing and document management tools.
  • Proficient with Microsoft Office Suite (Work, Excel, PowerPoint, SharePoint).
  • Ability to work independently and as part of a team.

Highly Desirable Skills/Abilities:

  • HR and/or Workforce Management experience supporting the United States Government.

Education and Experience:

  • Bachelor’s degree in Human Resources, Education, Instructional Design or related field.
  • 15+ years of experience in lieu of a degree may be considered.
  • 10+ years of experience of writing or technical writing work experience.
  • Experience in a HR Specialist role
  • Experience with editing documents for grammar and punctuation.

Physical Requirements:

  • Work is performed in an office setting.
  • Prolonged periods of sitting at a desk and working on a computer.
  • While performing the duties of this job, the employee is regularly required to stand, sit, demonstrate manual dexterity, climb stairs, talk, hear and see.
  • Must have the ability to lift 15-25 pounds.
