Overview

ITility is seeking an experienced, results-oriented Human Resources - Training and Development Specialist who will play a key role on our HR Learning, Development & Compliance Team in building and delivering impactful learning experiences that drive performance, employee and leadership growth and employe engagement.  This individual will be a member of a cross-functional team.  This position is contingent upon contract award.

 

This position will sit onsite at the Client location in Washington D.C. Metropolitan Area.

Responsibilities

Duties /Responsibilities:

  • Act as professional development subject matter expert by facilitating workforce learning and development opportunities, maintaining relevant materials and supporting talent development goals.
  • Collaborate with the Learning, Development & Compliance Team Lead, Human Resources (HR) Manager and host client human capital management partners to optimize and integrate HR Learning, Development best practices in support of client organizational goals.
  • Build strong and collaborative relationships with Learning and Development peers and client partners to help drive organizational training goals.
  • Assist in the refinement of training materials, including manuals, presentations, online resources, and job aids.
  • Deliver informative and engaging in-person and virtual training sessions for employees and managers to expand individual and group knowledge, skills and abilities.
  • Facilitate programs across key functional areas, i.e., onboarding, compliance, leadership, and career development.
  • Support the implementation and sustainment of organization-wide training initiatives, including operational changes.
  • Assist with facilitating training needs and ensure alignment with departmental and mission objectives.
  • Assist with monitoring and tracking training participation and effectiveness, gathering feedback and other data to provide for continuous improvement.
  • Maintain a library of career development resources to support professional growth and advancement.
  • Prepare and organize session materials (manuals, worksheets, job aids, activity kits, digital decks, audio-visual materials)
  • Maintain attendance records, feedback forms, and reporting dashboards aligned with Key Performance Indicators (KPIs).
  • Provide onsite support for training launch, program transitions, and final events.
  • Coordinate and develop training packages, provide updates and refresher training as program changes are implemented.
  • Facilitate the adoption of Artificial Intelligence (AI) tools for training.
  • Organize and update shared drives, templates, and Standard Operating Procedures (SOPs).
  • Prepare training reports and individual training records.
  • Track and manage projects and Training Requests.
  • Act as primary point of contact for employees for training related inquiries.
  • Provide day-to-day support as needed. Assist with assigned Ad Hoc tasks/projects.

Qualifications

Required Skills/Abilities:

  • A minimum of a current Top Secret (TS) Clearance with SCI and a Counterintelligence (CI) scope polygraph.
  • Experience supporting the Intelligence Community (IC) in an HR role.
  • Knowledge of training delivery methods, including instructor-led training, e-learning, workshops, and on-the-job training.
  • Knowledge of industry trends, best practices, and emerging technologies in learning and development.
  • Excellent communication skills, both verbal and written, with the ability to articulate complex concepts clearly and effectively.
  • Strong interpersonal skills and the ability to build rapport with employees at all levels of the organization.
  • Presentation skills, including the ability to deliver engaging and interactive training sessions.
  • Ability to develop and implement a comprehensive learning and development strategy aligned with organizational goals.
  • Ability to prioritize tasks and carry out multiple assignments concurrently.
  • Ability to act with integrity and professionalism.
  • Excellent organizational skills, attention to detail, time management and ability to meet deadlines.
  • Ability to collaborate effectively with stakeholders across departments and levels of the organization.
  • Proficient with Microsoft Office Suite (Work, Excel, PowerPoint, SharePoint).
  • Ability to work independently and as part of a team.

Highly Desirable Skills/Abilities:

  • Training and/or Instructor experience supporting the United States Government.
  • Experience with and/or graduate of the National Intelligence University.

Education and Experience:

  • Bachelor’s degree in human resources, Education, Instructional Design or related field.
  • 5+ years of experience in learning and development, training or organizational development roles.
  • 10+ years of experience in lieu of a degree may be considered.
  • Proficiency in learning management systems (LMS) and other training delivery platforms.

 

Physical Requirements:

 

  • Work is performed in an office setting.
  • Prolonged periods of sitting at a desk and working on a computer.
  • While performing the duties of this job, the employee is regularly required to stand, sit, demonstrate manual dexterity, climb stairs, talk, hear and see.
  • Must have the ability to lift 15-25 pounds.
