Responsibilities

Responsibilities: 

  • The PM must manage a high visibility enterprise-wide service contract.
  • The PM shall schedule, coordinate, and facilitate a Project Kick-Off Meeting at a location approved by the Government.
  • The PM shall develop and provide a Weekly Status Report (WSR). The WSR shall include the following at a minimum:

  • The PM shall develop and provide a Monthly Status Report (MSR) to include the following:
  • The PM shall convene a monthly Technical Status Meeting with Government stakeholders to ensure all stakeholders are informed of the monthly activities.
  • The PM shall document all support requirements in a Project Management Plan (PMP) and shall provide it to the Government.
  • The Government will require a Trip Report when long-distance contractor travel is completed. The PM shall keep a summary of all long-distance contractor travel.
  • The PM shall provide a Quality Management Plan (QMP) and maintain and update it as changes in the program processes are identified.
  • The PM shall ultimately be responsible for the quality and efficiency of the Task Order, to include both technical issues and business processes.
  • The PM shall provide a Security Education Plan (SEP) that shall identify activities that will ensure all contractor personnel assigned to the program understand the security requirements.

  • The PM shall prepare a Transition-In Plan that includes a Time Phased Labor Mix (TPLM) for Government approval within seven calendar days of the Project Start date.
  • The PM shall provide transition-out support when required by the Government. The Transition-Out Plan shall facilitate the accomplishment of a seamless transition from the incumbent to incoming contractor/Government personnel at the expiration of the Task Order.
  • This individual shall have the authority to commit the contractor's organization and make decisions for the contractor's organization in response to Government issues, concerns, and problems.
  • The PM shall be readily available to respond to Government questions, concerns, and comments, as well as be proactive in alerting the Government to potential contractual or programmatic issues.
  • There may be other duties or special projects that fall outside the realm of this description that is needed to support the organization.

Qualifications

Minimum Requirements:

  • Be an employee of the prime contractor at proposal submission.
  • A Master's degree in Business Management, Project/Program Management, or a related field.
  • Experience with Federal IC program management requirements.
  • An active Project Management Institute (PMI) Project Management Professional or Program Management Professional ce1iification.
  • A minimum of a current Top Secret (TS) clearance with SCI eligibility; a Counterintelligence (Cl) scope polygraph; eligible for crossover prior to supporting EASE; and meets Intelligence Community Directive (ICD) 704, Personnel Security.
  • A minimum of ten (10) years of project management experience managing complex projects of a similar scope and complexity

Physical Requirements:

  • Work is typically performed in an office setting.
  • Prolonged periods of sitting at a desk and working on a computer.
  • While performing the duties of this job, the employee is regularly required to stand, sit, demonstrate manual dexterity, climb stairs, talk, hear and see.
  • Must have the ability to lift 15-25 pounds.
