Overview

ITility seeks a talented Force Protection Analyst to support our contract with the United States Air Force in Europe (USAFE). This role will sit onsite at Ramstein, AFB, Germany. The Contractor shall serve as an appointed Antiterrorism and Force Protection (AT/FP) POC. Attend and provide input to AT/FP meetings. Disseminate AT/FP information IAW AT/FP duties and CDRL.

Responsibilities

Responsibilities:

  • Be a registered Professional Engineer (PE) and hold a certified PE License within the US with an emphasis in facilities design on industrial, commercial, and residential HVAC or electrical systems or an equivalent license in Europe or have an ABET certified degree with a preferred focus in mechanical or electrical engineering and 5 years of relevant design experience.
  • Perform engineering and technical services to support functional areas related to HVAC systems and interoperability/compatibility of CPS systems newly installed or retrofitted in facilities.
  • Support electromagnetic shielding, special HEMP filtering, surge protection, grounding, isolation, and other HEMP mitigation requirements as applicable. These services shall take the form of technical advice, assistance, and training.
  • Conduct technical design reviews on facilities’ systems, such as HVAC systems and HEMP mitigation IAW the most current version of the Unified Facilities Criteria.
  • Ensure newly installed CPS and HEMP mitigations are interoperable or compatible with commercially available systems in the theater.
  • Inspect CPS and HEMP mitigations when installed by a Contractor for commissioning purposes at the installation.
  • Review scope of work and all design phases of new construction, repair, modernization, retrofits, or renovation for fixed site CPS and HEMP mitigations.
  • Assist the Government in preparing Independent Government Cost Estimates for Facility Sustainment Restoration & Modernization (FSRM) CPS and HEMP mitigation projects to support U-A CPS and HEMP program requirements.
  • Work with Government agents, such as USACE, NAVFAC, and DIO, to provide the scope of work and 35% design for CPS and HEMP mitigation requirements with guidance from A4CX.
  • Develop a CPS and HEMP mitigation design standard document with guidance from A4CX, specific to the bases listed in paragraph 3.1.1.3, as a design standard for fixed sites and to supplement the Unified Facilities Criteria.
  • Maintain and update the CPS and HEMP Mitigation Design Standards for bases in Germany, the United Kingdom, Italy, Turkey, Portugal, Spain, Belgium, and the Netherlands.
  • Deconflict host nation standards with the Unified Facilities Criteria to ensure functionality, constructability, and maintainability are addressed during the design phase.
  • Assist the Government in the review of the design proposals related to the functionality, compatibility, and interoperability of CPS and HEMP mitigation projects to systems installed in existing facilities.
  • Validate and deconflict preliminary design and cost estimate documents. 
  • Work with the MOBs to develop a list of CPS and HEMP mitigation requirements with cost estimates.
  • Develop a Preventative Maintenance Task List (PMTL) with AFCEC Operations Division and applicable manufacturers to implement as part of the base Civil Engineer Preventative Maintenance and Inspection (PMI) program. A PMTL includes the type of maintenance, frequency of maintenance and checklist of maintenance on CPS and HEMP mitigation systems.
  • Provide guidance to the MOBs on the PMI and testing of CPS and HEMP mitigation systems IAW the manufacturer’s O&M manual.
  • Visit the MOBs during the testing and commissioning of new installations for verification of functionality and operation of the system and provide a report if the system passes or fails testing and commissioning to the MOBs and AFIMSC/Det4.
  • Field phone calls, emails, or chats from the MOBs and U-A/A4C staff related to technical Requests for Information and troubleshooting on CPS and HEMP mitigation systems to ensure interoperability and functionality with in-place, new, and retrofitted systems.
  • Coordinate with AFCEC Reach back Center for additional guidance if needed by the contractor during the performance of this TO.
  • Recommend to the Government a three (3)-year priority list of CPS and HEMP mitigation projects across the MOBs.

Qualifications

Required Qualifications:

  • Must be a Professional Engineer (PE) and hold a certified PE License within the US with an emphasis in facilities design on industrial, commercial, and residential HVAC or electrical systems or an equivalent license in Europe or have an ABET certified degree with a preferred focus in mechanical or electrical engineering and 5 years of relevant design experience.
  • Experience performing engineering on functional areas related to HVAC systems, and interoperability/compatibility of CPS Systems.
  • Experience conducting technical design reviews.
  • Active Secret Clearance.

Physical Requirements: 

  • This position may require travel to other contract duty locations.

  • Prolonged periods of sitting at a desk and working on a computer.
  • Must be able to lift up to 15 pounds.
