Overview

ITility is seeking an experienced, Subcontracts Administrator who will be part of a team that directly impacts the growth and success of our organization.  This individual will report to the Contracts Director and will work collaboratively with other departments such as payroll, finance/AP, IT, People Operations and Security.  This position is responsible for a full range of Subcontract administrative duties. This position will be hybrid with 2-3 days per week on-site at ITility's Chantilly, VA Headquarters.

Responsibilities

  • Reviews low to complex solicitations and prepares tailored and/or non-routine response for proposals, bids, and contract modifications.
  • Prepare low to complex subcontractor requests for proposals. Analyzes significant, and/or unique contract requirements, special provisions, terms and conditions to ensure compliance with appropriate laws, regulations, and corporate policies and business unit procedure.
  • Provides contractual guidance to business team members for appropriate Statement of Work.
  • Manages contract change control process. Develops subcontractor negotiation strategy in conjunction with Contracts Director and leads negotiation on complex contractual issues.
  • Analyzes new law, regulation and contract trends for potential impact on business unit goals and objectives to the Contracts Director.
  • Provides authoritative guidance to internal business teams on corporate goals and objectives relating to contract activity.
  • Focal point for all subcontractor communication with contracts, finance and business team disciplines for resolution of contract issues and disputes.
  • Assists in identification, development and implementation of new contract policy and processes.
  • Have a general understanding of the business case and an appreciation of financial/analytical issues and profit and loss implications.
  • Supports Contracts Director for CPSR.
  • Lead Subcontractor Proposal activities and functions.
  • Supports Contractor Director in Small Business Liaison Officer duties.

Complexity:

  • Contract activity with moderate risk to the business unit.
  • Contract activity may be non-routine and require development of tailored subcontract or consultant documents and techniques to accomplish business goals and objectives.
  • Involves independent judgment and analysis of significant issue identification and resolution.
  • May require proposal of new subcontract policies and processes or assessment of required deviations from established norm.

Qualifications

Required Skills/Abilities:

  • Ability to draft moderate to complex, non-routine contractual instruments.
  • Ability to achieve working to excellent knowledge of corporate policies and procedures, coupled with ability to identify required improvement to established policies.
  • Working to mid-level knowledge of contracting concepts, Uniform Commercial Code, applicable public contract acquisition law and regulations, and applicable international contract law.
  • Strong to excellent analytical and communication skills. Good presentation, leadership and team-building skills.
  • Use of independent judgment and creativity applied to resolution of contract issues. Excellent internal and external negotiation skills. Emerging ability to excel in upper-level management environment.
  • Ability to prioritize tasks and carry out multiple assignments concurrently.
  • Ability to act with integrity and professionalism and maintain confidentiality.
  • Excellent verbal, written, interpersonal, conflict resolution and communication skills.
  • Excellent organizational skills, attention to detail, time management and ability to meet deadlines.
  • Ability to build relationships and trust with team members and stakeholders.
  • Proficient with Microsoft Office Suite.
  • Ability to work independently and as part of a team.
  • Must be able to work additional hours during surge periods.

Education and Experience:

  • Bachelor’s degree in Business Administration or related field.
  • Minimum of 3 years of experience in same or related field.
  • 10+ years of experience in lieu of a degree may be considered.
  • Experience in Government Contracting strongly preferred.
  • Experience with a Global company strongly preferred
  • Experience with CostPoint preferred.
  • Certified Federal Contracts Manager™ (CFCM™) or Certified Commercial Contracts Manager™ (CCCM™) are a plus.

Physical Requirements:

  • Prolonged periods of sitting at a desk and working on a computer.
  • Must be able to lift up to 15 pounds.
