Overview

ITility is seeking an experienced, energetic, results-oriented Capture Manager to aid in developing Business Development capabilities from pre- and post-capture levels through to successful bids.  As Capture Manager, you will have a reputation of leveraging existing relationships and building new relationships with a focus on building winning teams to meet the customer's needs.The Capture Manager will develop an overall account strategy, help identify business opportunities, lead overall capture efforts, and assist with developing winning proposals. This individual will work closely with our Vice President of Operations, Chief Growth Officer, Technical Staff, Program Managers and Industry Partners to drive Capture activities and support Business Development and Proposal functions.

Responsibilities

  • Develop and execute account and capture plans, formulate winning capture strategies and obtain resources necessary to execute capture plans for task orders and stand-alone IDIQ contracts, ranging in value of $5M-$300M.
  • Proactively manage relationships with both clients and partners with an established network throughout communities of interest.
  • Assist with proposal development, supporting Senior Proposal Manager and Proposal Specialist.
  • Lead development of internal teaming and capabilities gap analysis, competitive assessments, discriminators and key win themes, price to win, and overall win strategy and value proposition.
  • Shape opportunities to position ITility throughout the opportunity life cycle.
  • Develop compelling solutions that are easily understood by both technical and non-technical audiences.
  • Support development of proposal volumes (technical, price, scorecard, etc.) which may require writing, editing, and reviewing content.
  • Develop and present oral proposals, if required.
  • Conduct various color and gate reviews as part of the Business Development life cycle.
  • Build relationships across all levels in the organization and within the customer environment.
  • Lead and participate in capture/pipeline meetings to provide insight and updates to opportunities tracked.
  • Lead RFI response development for prime contract vehicles.
  • Support Contracts Manager with NDAs, TAs, etc.
  • Qualify teaming partners and subcontractors.
  • Attend both in-person and virtual industry days and conferences as required.

 

Qualifications

  • Bachelor's degree and 7-10+ years of progressive business development/capture management responsibilities in the Federal market.
  • Currently possess DoD Secret Clearance and ability to obtain DoD Top Secret clearance level upon hire.
  • Current U.S. passport or ability to obtain.  Enthusiasm for travel, when required, to include international travel. Domestic travel Monday-Friday 1-2 times per month and international travel as needed. 
  • Proven record of successfully managing capture efforts in the Federal contracting space, winning prime awards over $50M as the Capture Manager.
  • Prior experience as Capture Manager, or in a lead capture role, for no less than three (3) winning procurements within the past five (5) years exceeding $25M each.
  • A critical thinker, able to develop solutions that exceed the customer’s requirements.
  • Extensive knowledge of the federal procurement process as well as a strong proven capability to apply process-driven capture approaches throughout the business capture lifecycle.
  • Strong strategic thinking and decision-making skills, to maximize probability of win and define competitive positioning, win strategy, themes and discriminators.
  • Strong knowledge of industry participants providing the customer with solutions and high-end services support.
  • Solid performance conducting various color reviews with ability to provide critical analysis during the process
  • Prior experience in proposal writing, work breakdown structures, basis of estimates, storyboards and narrative solution content.
  • Must be comfortable and willing to work with Senior Enlisted Leaders, Senior Contracting Personnel, and/or Government Employees. 
  • Demonstrated written and verbal communication skills including the ability to produce compelling solutions that are easily understood by both technical and non-technical audiences.
