Overview

ITility is seeking an experienced Program Manager (PM) to start up and lead a large professional services program supporting multiple mission partners in the USAFE-AFAFRICA (U-A) area of operations. The PM will provide operational and contractual oversight for service delivery primarily at Ramstein AB, Germany with multiple smaller OCONUS/CONUS locations. The expereinced Program Manager will be responsible for the successful cost, schedule, and performance of the contract. Serves as the main point of contact for the Contracting Officer (CO), the Contracting Officer’s Representative (COR), the Government Program Manager, and ITility executive management. Provides leadership and direction to the ITility Program Management Office (PMO) located in vicinity of Ramstein AB to accomplish program objectives.  Directly contributes to program efforts in several areas, including cost management/avoidance, schedule estimation and tracking, contract performance management, risk management, requirements analysis, and quality assurance activities.

Responsibilities

Responsibilities include: 

  • Ensuring proper performance of tasks necessary to ensure the most efficient and effective execution of the contract.
  • Using expert communication skills to direct all program management activities and report on service delivery performance, customer engagement, contractual issues, and program challenges.
  • Cultivating customer relationships and intimacy to enhance performance and develop further opportunities within the customer community.
  • Identifying capability enhancements that add value by resolving problems, issues, gaps, or variance in performance to meet customer specified, implied or emerging requirements.
  • Establishing a program organization that effectively addresses customer requirements and incorporates the necessary internal and external sub-organizations to continuously improve performance
  • Establishing Program goals and developing plans to meet those goals
  • Leading and directing cross-functional teams to meet program cost, schedule and technical performance objectives
  • Measuring and reporting program performance
  • Delivering presentations to customers, executive management, and other program stakeholders
  • Participating in the negotiation of contracts, contract changes, requirements, operating budgets, schedule milestones, and key terms and conditions
  • Establishing and maintaining the Program Management Plan
  • Developing and adhering to budget baselines
  • Identifying, allocating and managing program resources, including workforce planning
  • Developing workforce to enhance performance and provide opportunity to promote from within
  • Analyzing performance, processes, and program quality to make assessments and recommendations for improvement.
  • Managing Government/customer supplied property or information (GFE, CFE, etc.)
  • Managing subcontractors to meet program objectives
  • Adhering to all internal processes, policies, and applicable industry standards
  • Ensuring program team understands and adheres to contract scope, actively develops and executes performance enhancements, and manages performance to enhance growth opportunities
  • Conducting thorough risk & opportunity management practices including identification, mitigation, and realization
  • Developing new business opportunities through long term strategic planning, capture planning, and development of proposals and business plan

Qualifications

  • Minimum Education/Experience: Bachelor’s degree plus a minimum of 10 years of experience or Master’s degree plus 8 years of experience as a program or project manager in managing DoD programs and/or contracts of similar scope, type, and complexity
  • Must have U.S. Citizenship and hold a current or active Top Secret clearance with the ability to obtain SCI/SAP level access
  • History of successful management of large (80+ personnel) programs
  • Experience supporting multiple stakeholders across multiple locations
  • Ability to travel internationally as required
  • Demonstrated experience handling technical and financial matters associated with large programs and contracts.
  • Knowledge of the DOCPER/ECOPS SOFA status approval process for contractors
  • Exceptional written and oral communications skills
  • Direct experience in managing multi-task contracts and subcontracts of various types and complexity.
