    ITility is looking for an experienced Senior Technical Specialist to support the DHS Office of the Chief Financial Officer, Financial Systems Modernization (FSM) Joint Program Management Office (JPMO) IT Management Branch. The JPMO is responsible for identifying, implementing, and overseeing modern and compliant financial management systems and business processes across the Department. The JPMO provides standardize business processes to align with mandates, provides change management and program management services. The JPMO also provides technology-based services and systems, in the most cost-effective manner, to facilitate the JPMO’s objective.

     

    The JPMO also leads and manages DHS business integration, financial management process standardization, functional requirements management, and the people side of change. The JPMO also prepares cost estimates and budget requests; manages available funds, program schedule, risks, and personnel; manages the execution of contracts and agreements; and ensures that project plans are implemented on schedule, within scope, and within budget.

     

    The role of FSM JPMO’s IT Management branch is to oversee all technical activities related to the migration of component level financial management systems. These activities are guided by several policy documents to include DHS’s Systems Engineering Life Cycle (SELC) and DHS Directive 102-01.

    Responsibilities

    • Provide support to oversee, review, and provide guidance to the development teams, and its development in building new and supporting existing software and interfaces, customizations and extensions as part of the software implementations.
    • Provide expertise in the development of Oracle Application framework/Application Development Framework applications.
    • Deliver information technology expertise(application system information, investigate problems with existing customization & solutions) to JPMO’s business projects from discovery to implementation delivery.
    • Provide thought leadership on new initiatives where additional oracle eBusiness suite applications are part of project solutions.
    • Provide support for validation testing during system changes and upgrades.
    • Ensure that complete technical and installation documentation exists for all customizations. Author documentation or modify existing documentation where gaps exist.
    • Document options and tradeoffs of various coding techniques/technical options when presented with an underlying business need/functional design by the support team.
    • Participate in strategy and road map exercises, architecture definition, product selection, application, and integration design.
    • Architect and design core business applications and integrations for finance, contracting, travel, equipment and other identified requirements.
    • Provide insight support and assistance with tools, technologies and platforms across many technology stacks.

    Qualifications

    • Bachelor’s Degree
    • Experience with Oracle Financials
    • Twelve Years of IT experience
    • Four (4) years of Senior Technical Experience
    • Must be able to acquire DHS Suitability
