    ITility is looking for an experienced Senior Technical Specialist to support the DHS Office of the Chief Financial Officer, Financial Systems Modernization (FSM) Joint Program Management Office (JPMO) IT Management Branch. The JPMO is responsible for identifying, implementing, and overseeing modern and compliant financial management systems and business processes across the Department. The JPMO provides standardize business processes to align with mandates, provides change management and program management services. The JPMO also provides technology-based services and systems, in the most cost-effective manner, to facilitate the JPMO’s objective.

     

    The JPMO also leads and manages DHS business integration, financial management process standardization, functional requirements management, and the people side of change. The JPMO also prepares cost estimates and budget requests; manages available funds, program schedule, risks, and personnel; manages the execution of contracts and agreements; and ensures that project plans are implemented on schedule, within scope, and within budget.

     

    The role of FSM JPMO’s IT Management branch is to oversee all technical activities related to the migration of component level financial management systems. These activities are guided by several policy documents to include DHS’s Systems Engineering Life Cycle (SELC) and DHS Directive 102-01.

    Responsibilities

    • Expand the JPMO’s knowledge base to enhance performance by seeking development opportunities to increase strengths for current and future needs
    • Lead the development/maintenance of the manual/automated test scripts

    • Lead the development/maintenance of the manual/automated test scripts
    • Work with the Test Designer to setup automation framework
    • Provide recommendations for test strategy/test approach improvements
    • Set up and execute test scripts. Log & record test outcomes/results
    • Report/escalate the progress/status of the test execution, analyze and recover from the execution errors.
    • Maintain test scripts library. Report bugs and verify that high priority bugs are escalated to Test Project Manager. Provide redlines of test cases to Test Analysts.
    • Test metrics (coverage & defects) analysis for quality assessment
    • Advise and assist Test Lead on various testing techniques and tools, issues related to test scripting, execution, results reporting and monitoring and their recommendations for improvement. Identification, development and utilization of metrics for decision support.

    Qualifications

    • Bachelor's Degree
    • Twelve Years of IT experience
    • Four (4) years of Senior Technical Experience
    • Must be able to acquire DHS suitability
