  • Overview

    Proposal Manager will work with the Chief Operating Officer, the Program Managers, and the Business Development Team to coordinate, compile, and manage all aspects of the proposal process that supports the preparation and delivery of technically compliant and price competitive bids.  This includes coordinating, managing and executing all proposal activities from capture planning through proposal submission and requires the ability to develop technical and price proposals. Upon contract awards, the Proposal Manager will develop spend plans that assist program managers with monitoring contract execution within budget constraints while maintaining profit/margin targets.


    • Coordination across corporate leadership, staff, Program Managers and teaming partners to synchronize support for each proposal effort.
    • Facilitation of proposal strategy meeting, proposal kick-off, and color team reviews
    • Preparation and enforcement of proposal schedules across the team
    • Development of effective tools (e.g. compliance matrix, outline, templates, etc.) to maximize efficiency of proposal process
    • Support writing of non-technical proposal sections, editing, and proposal production
    • Support pricing research and analysis in coordination with the Program Managers and Business Development team for the development of competitive price proposals
    • Development of spend plans that support PMs with managing contract budgets upon contract award
    • Continuous improvement of proposal process and supporting tools through after action reviews


    Minimum Qualifications:

    • Bachelor’s Degree
    • Minimum of Five (5) years of experience in supporting proposal development efforts through writing, managing, and coordinating the compilation and development of technical and price volumes.
    • Proven experience as a technical proposal lead with an analytical background to support “Price to Win” analysis and price proposal development.
    • Must have proven experience successfully managing proposal process to support business development within the Federal sector. 
    • Must have ability to continuously improve processes and a desire to play key role supporting the growth of corporate capabilities.

    Preferred Qualifications:

    • Secret Security Clearance
    • Must be able to multitask, take initiative, and work well as member of a team
    • Must possess outstanding oral and written communication skills
    • Analytical expertise to support responding to analytical solicitations, developing analytical capabilities, and ultimately leading analytical projects and tasks
