  • Overview

    Serve as an advisor and assist the Security Managers on physical, personnel, information, industrial operations, anti-terrorism, and communications security. Provide support for the preparation and submission of visit request notifications, confirmation of appropriate security investigation/clearances, and submission of clearance certificates to corresponding official records management centers. Maintain physical security controls by maintaining key controls, reviewing and approving open storage requests, and preparing and updating security procedures and Standard Operating Procedures for controlled rooms. Process Security Access Requests and Visit Access Requests and oversee physical security of assigned areas and classified information storage containers. Contractor will process personnel clearances and Common Access Card (CA) applications, employee briefings, visit requests, and provide a wide variety of duties in the administration of DHS OCIO security regulations. The contractor will manage personnel security clearances to include coordinating initial clearance submissions and periodic reinvestigations with employees, providing guidance and instruction to employees to ensure completion of security paperwork, and provide follow-up clearance status on processed clearances to managers for specific contracts. Help develop a culture of security-minded professionals across the community. Assist with receiving and analyzing 11000.25 forms to determine completeness and integrity of the personnel data reported.

    Responsibilities

    • Assist with all security measures, inspections, investigations and reporting by the security specialists for all assigned sites.
      • Ensure compliance with DHS security regulations, policies and procedures.
      • Assist in the review and investigation of non-compliance issues.
      • Establish inspection schedules, reviews results and makes recommendations for security.
      • Ensure all inspections, checks, reviews, and investigations of any security incidents are completed to standard and on time. Compiles lessons learned.
      • Maintain Joint Personnel Adjudication System (JPAS) to ensure currency of personnel and send clearances for personnel who are going temporary duty (TDY) to other locations.
      • Provide and coordinate mandatory training activities in security education as required.
      • Provide and coordinate supplemental security training as needed.
      • Develop, recommend and procure training materials as needed and monitor the effectiveness of security related training program.
      • Track completion of mandated security training for workforce.
      • Perform all other position related duties as assigned or requested.

    Qualifications

    • 2-3 years’ experience with E-Qip.
    • A year experience working the following: Operational security (OPSEC); Communications Security (COMSEC); using data        bases and office software; in using Intrusion Detection Systems
    • 2 years’ experience with access control systems.
    • Knowledge in records management.
    • 2+ years creating policies and procedures as they relate to security.
    • Ability to teach, train personnel on security related matters.
    • Must possess a Secret security clearance (Top Secret preferred but not required).
