    The SOF RAPTOR IV Program Manager is responsible for executing contractual requirements, maintaining customer relations, and leading employees and teammates associated with SOF RAPTOR IV contracts. The PM will prepare proposal responses, supervise multiple task orders, and manage personnel & resources. During all phases of project management, including project initiation, planning, execution, monitoring, and close out, the PM will execute on-site decision making to enable a more rapid and effective response to the customer’s training requirements. The PM will mentor project team leaders to ensure the effective management of scope, schedule, cost, quality, staffing, communications, risk, and subcontractors such that quality performance is sustained across all projects.

    Responsibilities

    • Serve as the ITility SOF RAPTOR IV point of contact for the Government.
    • Leverage full decision-making authority to perform a variety of actions and activities in support of each assigned system, project, or program. Primary functional duties are to plan, direct, organize, control, and coordinate technical efforts, and contractor manpower/team activities. Includes administration, program control, and technical supervision of personnel involved in systems engineering and integration in support of assigned tasks.
    • Routinely interface with the Government’s Contracting Officer's Representative (COR) and Contracting Officer’s Technical Representative (COTR).
    • Provide management oversight to a variety of multi-disciplined subcontractors’ acquisition management teams.
    • Throughout the life of the contract, mentor and manage Project Managers through resolution of divergent viewpoints and inputs to critical decision points that result from unforeseen situations.
    • Maintain program documentation and audits/assessments of quality control.
    • Analyze results of program reviews to develop effective and efficient approaches that ensuring program milestones are completed thoroughly and on time.
    • Serve as ITility’s representative for briefings to General Officer and Senior Executive Service audiences.
    • Oversee program support and manage multiple, simultaneous Task Orders. Actions will include:
    • Program/project status reporting and information management
    • Weekly face-to-face Task Order update meetings
    • Full participation in program management, execution, and technical reviews
    • Analysis and evaluation of program/project status
    • Develop and implement acquisition, logistics, and test strategies and plans
    • Develop and maintain acquisition documentation and briefing materials

    Qualifications

    Experience: Minimum of 15 years military/professional experience in positions related to program management, including at least 5 years of direct management support to a Government acquisition office. Preferable military experience with Special Operations Forces (SOF) or U.S. Special Operations Command (USSOCOM). Preferable professional experience in acquisitions and program management.

     

    Education:

    • A Master’s degree from an accredited university/college, which includes at least introductory courses in accounting, business, and management; or
    • 15 years military/professional experience directly related to the tasks to be accomplished and a Bachelor’s degree. 
      • A Ph.D. in a relevant scientific, technical, business, or management field may be substituted for 5 years of experience.
      • A Defense Acquisition Workforce Improvement Act (DAWIA) Level III certification may be substituted for education requirements.
