  • Overview

    The Budget Financial Specialist will assist in the development, analysis, and execution of budgets, which are used to allocate current resources and estimate future financial requirements -- responsible for developing, receiving, tracking, expending, reviewing, and coordinating all aspects of the directorate’s operational, administrative, and staffing budgets, funding, procurements, and operational expenditures. 


    • Aid in the formulation of long-range estimates of budgets, personnel, and other resources required to administer various multi-year programs and activities
    • Reconciling, reviewing, analyzing, and interpreting financial data
    • Reviewing expenditures and preparing operating budgets for department managers, ensuring conformance to budgetary limits and provide discrepancies to manager
    • Examining and tracking the budget estimates or proposals for completeness, accuracy, and conformance with established procedures, regulations, and organizational objectives
    • Performing cost-benefit analysis to review financial requests, assess program trade-offs, and examine past budget activities
    • Managing the annual budget process, and reporting and analyzing operational expenses for each program area
    • Preparing department operating budget reports and performing analyses of related data as needed
    • Preparing detailed reports and making presentations to senior management
    • Monitoring the budget data against plans, forecasts, and budgets tracking burn rates of allocated funds and reporting the status to the appropriate manager


    • US Citizenship
    • Undergraduate or baccalaureate degree from an accredited institution in Accounting, Finance, or Business Management and Administration
    • Degree is not required with 8 years of specialized experience
    • Ability to develop, track, maintain, and reconcile, spreadsheets and databases for commitments, obligations, and expenditures
    • Track financial operations in support of procurements, travel, and project funding
    • Demonstrated knowledge of Federal interagency agreements and the processes used to implement financial transactions across agency lines
    • Ability to work with the ARIBA system



    Position will be subject to a Department of State Government Security Investigation and must meet eligibility for access to classified information, minimum is Secret clearance level.  Candidate may begin working based on an interim clearance if provided by the Department.
