  • Overview

    The purpose of the work is to provide programmatic guidance and assistance in support of overseas criminal investigations by the State Department, OCI Office Director.

    Responsibilities

    • Manage the project in accordance with this statement of work, budget, and scheduled deliverables
    • Provide a managed structure of data for decision-making and recommending courses of action
    • Track, update, and prepare reports on various specialized projects utilizing databases, track history, and process
    • Update and review MS Project Schedule information; forecast future progress-based project data
    • Develop agendas in coordination with managers, facilitate meetings, and edit management meeting minutes
    • Draft guidance, summaries, memoranda, correspondence, and written reports containing statistical analysis related to the OCI program
    • Manage MS Excel-based ARSO-I expansion and performance matrices, to include regularly updating the documents with relevant statistical data and appropriate weights and metrics
    • Update briefings, presentations, and other informational products for OCI leadership
    • Provide technical expertise and support in regards to SharePoint site development and administration, to include the MSR system
    • Oversee the MSR review process, to include conducting data mining to identify errors, anomalies, and trends in MSR data
    • Compile monthly and annual MSR-based statistical analyses for OCI leadership
    • Extract and evaluate database information from disparate information systems, to include the Investigative Management System (IMS) and the Consular Consolidated Database (CCD), for comparison with MSR data
    • Responsible for keeping the OCI SharePoint websites and pages up to date, as well as brainstorming and implementing changes and updates
    • Develop post-specific statistical analyses in advance of ARSO-I PMRs at U.S. Embassies and Consulates overseas
    • Participate in ARSO-I PMRs, to include meeting with U.S. and host country personnel and drafting detailed reports outlining policy recommendations for relevant ARSO-I staff
    • Conduct, write, and review overseas U.S. Embassy and Consulate ARSO-I program reviews by meeting with U.S. and host country personnel and drafting summary reports for Division leadership
    • Keep track of and review advice of allotments (AoAs) sent to post and ensure they get approved (or disapproved) within an appropriate amount of time.

    Qualifications

    • US Citizenship
    • Bachelor’s degree from an accredited institution in a technical, security, or management related discipline
    • Minimum of five years professional experience in a related field; this includes policy and security standards development, risk analysis and scheduling, logistics, budget analysis, and/or project management planning
    • Ability to communicate effectively, both orally and in writing, with superiors, colleagues, business professionals, and the general public
    • Proficiency in Microsoft Suite and MS SharePoint
