    ITility is looking for an experienced Change Management SME to support the DHS Office of the Chief Financial Officer, Financial Systems Modernization (FSM) Joint Program Management Office (JPMO) Business Transformation Branch. The JPMO is responsible for identifying, implementing, and overseeing modern and compliant financial management systems and business processes across the Department. The JPMO provides standardize business processes to align with mandates, provides change management and program management services. The JPMO also provides technology-based services and systems, in the most cost-effective manner, to facilitate the JPMO’s objective. The JPMO also leads and manages DHS business integration, financial management process standardization, functional requirements management, and the people side of change. The JPMO also prepares cost estimates and budget requests; manages available funds, program schedule, risks, and personnel; manages the execution of contracts and agreements; and ensures that project plans are implemented on schedule, within scope, and within budget.

     

    The role of FSM JPMO’s Business Transformation branch is to facilitate business process reengineering activities resulting from the migration of component financial management systems to a new FSM solution and to engage in organizational change management activities that facilitate the acceptance of the new solution amongst component staff.

    Responsibilities

    • Conduct component level assessments to determine readiness for migration to a new FSM system.
    • Review Component level communications, business process reengineering, user readiness and training resources.
    • Develop internal and external customer change management strategies.
    • Identify key change management activities relating to program milestones.
    • Develop and then execute the component change management plans.
    • Conduct stakeholder analysis and document results.
    • Perform stakeholder outreach efforts.
    • Participate on Integrated Product Teams (IPTs) and associated working groups.
    • Monitor DHS transition management activities associated with financial systems transformation within the Department.

    Qualifications

    • Bachelor's Degree
    • Twelve (12) years of IT exprience
    • Three(3) years of Change Management experience)
    • Must have DHS Suitability
