    ITility is looking for an experienced Functional Testing Senior Analyst to support the DHS Office of the Chief Financial Officer, Financial Systems Modernization (FSM) Joint Program Management Office (JPMO) Business Transformation Branch. The JPMO is responsible for identifying, implementing, and overseeing modern and compliant financial management systems and business processes across the Department. The JPMO provides standardize business processes to align with mandates, provides change management and program management services. The JPMO also provides technology-based services and systems, in the most cost-effective manner, to facilitate the JPMO’s objective. The JPMO also leads and manages DHS business integration, financial management process standardization, functional requirements management, and the people side of change. The JPMO also prepares cost estimates and budget requests; manages available funds, program schedule, risks, and personnel; manages the execution of contracts and agreements; and ensures that project plans are implemented on schedule, within scope, and within budget.


    The role of FSM JPMO’s Business Transformation branch is to facilitate business process reengineering activities resulting from the migration of component financial management systems to a new FSM solution and to engage in organizational change management activities that facilitate the acceptance of the new solution amongst component staff.


    • Support the FSM JPMO’s Functional Testing lead in the planning and execution of all testing activities involving the end user community.
    • Develop a test plan that describes the User Acceptance Testing (UAT) strategies and procedures.
    • Work with the Requirements IPT lead to develop (UAT) test cases that clearly map to the requirements shown in the RTM and demonstrate that all requirements are being covered in the test plan.
    • Develop Component level UAT scripts and scenarios in support of component specific testing.
    • Develop data and systems needed to support testing needs.
    • Coordinate and support UAT activities.
    • Facilitate and coordinate testing requirements with internal and external stakeholders including: Developmental Test Agent (s), Operational Test Agent(s), 508 Testing team(s), etc.
    • Execute test scripts and produce documentation of successful or failed results.
    • Create and maintain a log that tracks defects to resolution.
    • Manage defect resolution and document successful test results once they occur.
    • Develop reports showing progress against the testing plan, any identified defects, and progress toward resolution.
    • Support the FSM JPMO and component teams in reporting results for SELC reviews and activities such as Test Readiness Reviews, Critical Design Reviews, and Operational Readiness Reviews.
    • Work with the FSM JPMO’s Risk Management Officer to identify and track risks that ma impact progress against the IMS, bring the risks to the attention of FSM JPMO leadership, and engage in any necessary follow up activities to ensure the successful mitigation or elimination of that risk.


    • Bachelor's Degree
    • Twelve (12) years of IT experience
    • Four (4) years of Functional Testing Analyst experience
    • Must Have DHS Suitability
