    ITility is looking for an experienced Senior Technical Specialist to support the DHS Office of the Chief Financial Officer, Financial Systems Modernization (FSM) Joint Program Management Office (JPMO) IT Management Branch. The JPMO is responsible for identifying, implementing, and overseeing modern and compliant financial management systems and business processes across the Department. The JPMO provides standardize business processes to align with mandates, provides change management and program management services. The JPMO also provides technology-based services and systems, in the most cost-effective manner, to facilitate the JPMO’s objective. The JPMO also leads and manages DHS business integration, financial management process standardization, functional requirements management, and the people side of change. The JPMO also prepares cost estimates and budget requests; manages available funds, program schedule, risks, and personnel; manages the execution of contracts and agreements; and ensures that project plans are implemented on schedule, within scope, and within budget.


    The role of FSM JPMO’s IT Management branch is to oversee all technical activities related to the migration of component level financial management systems. These activities are guided by several policy documents to include DHS’s Systems Engineering Life Cycle (SELC) and DHS Directive 102-01.


    • Engage daily with assigned partner to maintain an open channel of communication at all times to ensure that all JPMO partner stakeholders are kept up to date on any and all issues, initiatives, projects, meetings, or conferences.
    • Ensure costs are pro-rated and based on the LCCE budget projections.
    • Manage and maximize cost controls to ensure the delivery of financial benefits and develop a strategy around re-investing funding.
    • Work with clients to gather and refine business requirements and user stories.
    • Create business process analysis artifacts, including but not limited to use cases, stories, activity diagrams, sequence diagrams, process flows and vision scope documents.
    • Work with the IT-Branch to plan project execution in terms of sprints/iterations, allocation of resources and scope.
    • Drive project decisions, escalations, prioritizations as needed to achieve program goals and objectives
    • Configure JPMO’s and component requirements.
    • Coordinate project dependencies such as tasks, timelines, resource allocation and risks.
    • Manage multiple projects simultaneously and resolve resource conflicts.
    • Manage capacity plans.
    • Work with team to refine lifecycle best practices and staff development needs.
    • Provide guidance and coaching to project team.
    • Participate in creating test cases as well as provide assistance in UAT efforts.
    • Provide functional inputs to professional service engineers.
    • Conduct effective retrospective reviews, harvest key areas of opportunity, and adapt implementation methodology processes to accommodate changes.


    • Bachelor's Degree
    • Twelve (12) Years of exprience
    • Four (4) years of Technical Specialist experience
    • Must have DHS Suitability
