    ITility is looking for an experienced Senior Technical Specialist to support the DHS Office of the Chief Financial Officer, Financial Systems Modernization (FSM) Joint Program Management Office (JPMO) IT Management Branch. The JPMO is responsible for identifying, implementing, and overseeing modern and compliant financial management systems and business processes across the Department. The JPMO provides standardize business processes to align with mandates, provides change management and program management services. The JPMO also provides technology-based services and systems, in the most cost-effective manner, to facilitate the JPMO’s objective. The JPMO also leads and manages DHS business integration, financial management process standardization, functional requirements management, and the people side of change. The JPMO also prepares cost estimates and budget requests; manages available funds, program schedule, risks, and personnel; manages the execution of contracts and agreements; and ensures that project plans are implemented on schedule, within scope, and within budget.

     

    The role of FSM JPMO’s IT Management branch is to oversee all technical activities related to the migration of component level financial management systems. These activities are guided by several policy documents to include DHS’s Systems Engineering Life Cycle (SELC) and DHS Directive 102-01.

    Responsibilities

    • Problem-solve, communicate across the organization, participate in diverse project teams focusing on technical and business related aspects, as well as interface effectively with multiple teams throughout DHS and its components.
    • Support the JPMO in its oversight and review of the SDA’s effort to develop and implement the Identity & Access Management (IAM) programs throughout DHS JPMO.
    • Provide the administration and operational support of the Identity Management infrastructure, recommend and drive the enhancement process for the IAM systems to better support JPMO’s employees and business owners using the service.
    • Participate in design review, working directly with application business owners and IT systems owners on the integration requirements including provisioning, de-provisioning and user lifecycle into the IAM platform.
    • Ensure requirements gathered, processes defined, and documented use cases follow out-of-the box configuration versus customization for relevant IAM technologies as much as possible.
    • Support the JPMO in its oversight and review of the SDA’s effort to develop, enhance and maintain system configurations, process design, implementation documentation and operating procedures.
    • Support the JPMO in its oversight and review of the SDA’s effort to maintain and assess operational requirements and service issues for improvement opportunities.
    • Work closely with multiple internal teams and external partners on all activities related to application and system integration system enhancements.
    • Remain current on relevant IAM market-related trends, tools, and methodologies.
    • Support the JPMO in its oversight and review of the SDA’s effort to develop IAM employee skills matrix and develop recommended training path curriculum for the team.
    • Administer the day-to-day activities of AMP to ensure communication of time-critical information and to maintain consistent customer service levels, as well as the security posture of the JPMO’s IT assets.
    • Review work processes to identify, design, and recommend improvements for efficiency and enhanced security.
    • Drive compliance with policies, procedures and standards. Accurately and thoroughly document appropriate detail in request tickets and tracking systems.
    • Communicate with business areas and other support providers to build and foster strong relationships.
    • Apply an understanding of technical problems and solutions in relation to the current, as well as the future business environment to independently research and resolve access related issues.
    • Participate in access management/information security workgroups at the JPMO, components, and FSM role based requirements.
    • Participate in activities to identify and implement standardization of access support activities across multiple locations.
    • Provide customer support, as well as 2nd level support to resolve access related issues.

    Qualifications

    • Bachelor’s Degree
    • Twelve Years of IT experience
    • Four (4) years of Senior Technical Experience
    • Must have DHS Suitability
