    ITility is looking for an experienced Senior Technical Specialist to support the DHS Office of the Chief Financial Officer, Financial Systems Modernization (FSM) Joint Program Management Office (JPMO) IT Management Branch. The JPMO is responsible for identifying, implementing, and overseeing modern and compliant financial management systems and business processes across the Department. The JPMO provides standardize business processes to align with mandates, provides change management and program management services. The JPMO also provides technology-based services and systems, in the most cost-effective manner, to facilitate the JPMO’s objective.


    The JPMO also leads and manages DHS business integration, financial management process standardization, functional requirements management, and the people side of change. The JPMO also prepares cost estimates and budget requests; manages available funds, program schedule, risks, and personnel; manages the execution of contracts and agreements; and ensures that project plans are implemented on schedule, within scope, and within budget.


    The role of FSM JPMO’s IT Management branch is to oversee all technical activities related to the migration of component level financial management systems. These activities are guided by several policy documents to include DHS’s Systems Engineering Life Cycle (SELC) and DHS Directive 102-01.


    • Provide support to the JPMO in its responsibility to oversee, review, and provide guidance to the SDA, and its development in building new and supporting existing software and interfaces, customizations and extensions as part of the software implementations.
    • Provide expertise in the development of OA framework/ADF applications.
    • Deliver information technology expertise to JPMO’s business projects.
    • Participate on JPMO and contractor project teams as required.
    • Identify relevant application system information and solutions based upon subject-matter knowledge and experience.
    • Be responsible for delivery against commitments.
    • Provide thought leadership on new initiatives where additional eBusiness suite applications are part of project solutions. Ensure that new applications are deployed in a manner consistent with JMPO’s existing Oracle applications footprint.
    • Investigate and fix any reported problems with the existing customizations.
    • Provide consultation to JPMO’s and the contractor business applications Architect and
    • BSCs on the technical functioning of, and the code behind, existing customizations; suggest possible enhancements thereof.
    • Provide support for validation testing during system changes and upgrades.
    • Ensure that complete technical and installation documentation exists for all customizations. Author documentation or modify existing documentation where gaps exist.
    • Document options and tradeoffs of various coding techniques/technical options when presented with an underlying business need/functional design by the support team.
    • Participate in strategy and road map exercises, architecture definition, product selection, application, and integration design.
    • Participate and provide technical leadership in all phases of a project from discovery and planning through implementation and delivery.
    • Architect and design core business applications and integrations for finance, contracting, travel, equipment and other identified requirements.
    • Provide insight support and assistance with tools, technologies and platforms across many technology stacks.
    • Work closely and share ideas with fellow Architects, Developers and Technical Project Managers.


    • Bachelor’s Degree
    • Experience with Oracle Financials
    • Twelve Years of IT experience
    • Four (4) years of Senior Technical Experience
    • Must have DHS Suitability
