  • Overview

    ITility is looking for an experienced  Senior Technical  Specialist to support the DHS Office of the Chief Financial Officer, Financial Systems Modernization (FSM) Joint Program Management Office (JPMO) IT Management Branch. The JPMO is responsible for identifying, implementing, and overseeing modern and compliant financial management systems and business processes across the Department. The JPMO provides standardize business processes to align with mandates, provides change management and program management services. The JPMO also provides technology-based services and systems, in the most cost-effective manner, to facilitate the JPMO’s objective.


    The JPMO also leads and manages DHS business integration, financial management process standardization, functional requirements management, and the people side of change. The JPMO also prepares cost estimates and budget requests; manages available funds, program schedule, risks, and personnel; manages the execution of contracts and agreements; and ensures that project plans are implemented on schedule, within scope, and within budget.


    The role of FSM JPMO’s IT Management branch is to oversee all technical activities related to the migration of component level financial management systems. These activities are guided by several policy documents to include DHS’s Systems Engineering Life Cycle (SELC) and DHS Directive 102-01.


    • Provide collaboration across multiple cloud and data centers providers as well as the JPMO’s technology stack which provides the unified interfaces and licenses for managing the infrastructure and development requirements for both our developers and operational Teams
    • Provide facilitation and transition services from statically-defined models to dynamic and ephemeral ones, bringing challenges that require new approaches to how we manage infrastructure
    • Provide visibility across all of engineering processes and requirements to effect the required changes for the entire business
    • Interfaces with designers, engineers, and various stakeholders to accomplish the required development and sustainment of the system.
    • Invent and execute new solutions to the problems designers and developers face in their daily work with the utilizations of tools and licenses to control workflow, monitor and implement requirements and to correct deficiencies and ensure the JPMO’s ensure metrics are achieved.
    • Manage the roadmap, refine feature ideas and maintain existing features to drive business goals.
    • Acquire a license tracking tool to identify, track number, type, quantity and quality of licenses.
    • Produce high-level product requirements, iterate with your design and engineering teams.
    • Engage stakeholders in leadership, research, data, support, tracking and quality controls and assurance requirements
    • Coordinate across teams to maintain product and strategy alignment
    • Mine for risks and opportunities via data analysis, customer research, market analysis, etc.
    • Report status to various stakeholders.
    • Coordinate Go/No Go strategies for smooth, measured releases
    • Invest in team growth and morale to build not just a product, but a team
    • Adjust role specializations, process definitions, and other factors to improve scope control, quality, and velocity


    • Bachelor's Degree
    • Twelve (12) Years of IT experience
    • Four (4) years of Senior Technical Specialist experience
    • Must have DHS Suitability
