  • Overview

    ITility is seeking an experience, performance driven Project Manager to lead our support efforts for the United States Coast Guard (USCG) Finance Center (FINCEN) Financial Business Operations support for the Oracle Financial and Core Accounting Suites. Our support for this program consists of the accurate completion of reoccurring activities required to comply with federal financial accounting standards and perform the accounting functions.  This includes all the tasks and duties required to operate an enterprise financial accounting system from the functional business aspect Tasks include: 

    • Monthly opening and closing of accounting periods
    • Setup of global accounting attributes
    • Mass updates to vendor information
    • Processing of recurring input files
    • Report generation
    • Testing of Business and System Changes
    • Support of FINCEN’s lines of business processes
    • Monitor business processes
    • Validation of system outputs
    • Transfer and processing of financial data


    The Project Manager shall provide full financial business operations support for USCG and TSA.  These services include recurring processes that occur daily, weekly, monthly, and year end as well as weekend processing. Support shall include includes coverage over scheduled maintenance weekends.  These services shall be provided regardless of the environment being used (either CAS or FAAMS) by USCG and TSA. Additional responsibilities include:

    • Create and maintain a financial business processing schedule that is inclusive of processing for all agencies supported on the suite.
    • Perform regular scheduled and non-scheduled Financial Business operations functions to support all accounting functions maintained at the FINCEN, to include (nightly and weekend processes):
      • Key Daily Processes. Journal Voucher Creation, load, and reconciliation, Industrial processing, Electronic Data Interchange (EDI) transaction processing, Treasury Payments, interface transaction monitoring and processing,
      • Key Monthly Processes. Trading Partner Identification Number, Treasury Information Executive Repository extraction, Undelivered Orders extraction, Auto De-obligation, opening and closing of accounting periods, and account reconciliation.
      • Key Quarterly Processes. Data Act Deliverables, Pipeline Extract.
      • Key Annual Processes. Account Creation, Auto De-commitment process, mock year-end testing, and multiple year-end closing/openings
    • Create and maintain documentation related to SOP’s in support of the financial business operations.
    • Coordinate, schedule, and perform monthly, quarterly, and year end closings and openings in all preproduction, training, and production environments for USCG and TSA.
    • Perform re-openings of year periods per schedule defined by the COR. The Contractor shall provide support for the coordination, scheduling, and publishing of the re-openings. 
    • Support and participate in all year end closing planning sessions and all lessons learned sessions.
    • Perform all year end reconciliation for all periods of closing, adjusting, pre-close, post-close, and year end roll forward of balances and reopening as required by the Government.
    • Adhere to all configuration management policies and procedures, desk guides, and templates in use by the USCG and FINCEN when performing requirements under this task order.
    • Support the process and scripts utilized to perform annual account roll over in both the preproduction and production environments.
    • Support audit requests; which include participation in meetings and walkthroughs to discuss and demonstrate business processes, assistance with responding to questions, identification of remediation recommendations, and gathering of related data or documentation requested as part of an audit.
    • Respond to data calls and provide requested information not later than the due dates identified in the request.
    • Support the maintenance and functional operations of the financial suite and local support applications. Duties in support of the identified applications includes the execution and monitoring of system and sub-module functional processes as directed and scheduled by the Government; maintenance of Oracle Federal Financials system sub-module setups for all modules; maintain up to date CAS accounting tables for USCG and all agencies serviced by the USCG; creation, maintenance, and execution of system sub-module validation and reconciliation processes to the general ledger.


    Specific experience and qualifications:

    • Bachelor’s Degree is Required, MA/ MBA Preferred
    • 14 Years Total Experience
    • 6 Years Management Experience
    • Minimum 5 years’ experience with Oracle Federal Financials


    Clearance Requirements:

    • Favorably adjudicated Background, Wants & Warrants check prior to obtaining a USCG Headquarters (HQ)/FINCEN facility access badge
    • National Agency Check with Investigation (NACI) to receive system access.
