  • Overview

    Position Summary:  Conducts reviews of program operations to determine compliance with technical contractual requirements to assist the Program Manager to assess overall performance and operations, and to obtain information required for development of program guidance, goals, and objectives.



    • Support and expertise in the areas of cost, schedule and performance related to Information Technology of the organizations tasks, projects, and programs. This support shall include administrative meeting support and representation at DoD, Federal meetings, working groups, and review
    • Schedule and coordinate periodic DoD program systems reviews and provide guidance to Program Managers and associated vendors. Make recommendations as required.  Provide input for the development of systems reviews lessons learned with respect to cost, schedule and performance, risk mitigation techniques, guidance for systems initiatives, the use of “best practices” and identification of high pay-off programs for an accelerated acquisition time line. 
    • Analyze and monitor programs and resources to identify actual or potential problems, trends and deficiency situations, or areas of imbalance and recommend corrective actions. Support plans and objectives to correct or mitigate observed deficiencies and increase synergies, incorporate lessons learned into the acquisition process, and serve as an advisor on that process.  Support complex projects of broad scope, draft and present briefings to senior, author staff documents, and track, coordinate and execute staff actions. Support numerous integrated product teams (IPT’s) and other processes, as well as brief leadership as required. 
    • Provide expertise in the collection, analysis, development and sustainment of performance metrics related to specific projects utilizing the approved metrics process and plan. This support shall also include administrative meeting support and representation at DISA, DoD and Federal meetings, and reviews. 
    • Provide support to prepare, review and analyze a variety of project management outputs and policies from the DISA community.
    • Assist in the development, management, execution, and continual evaluation of the DISA Portfolio Management processes and advise when changes could be instituted that would increase efficiencies or effectiveness.
    • Provide performance-based acquisition support of world-wide DOD Cyber Security systems and services, on behalf of Defense Information System Agency (DISA), at Fort Meade. Assist Program managers in: program requirements verification, contract task descriptions, contract-type determination, contractor successful performance criteria and source selection criteria and determination.
    • Assist Program Managers in development of contract artifacts, including Performance Work Statements (PWS), Quality Assurance Surveillance Plans (QASP), Acquisition Strategy Briefings, Request for Information (RFI), Request for Quotes/Proposals (RFQ/RFP), Program Acquisition Plans, and Independent Government Cost Estimates (IGCE).


    Minimum Qualifications:

    • Bachelor's Degree in related field
    • Seven (7) + years’ experience
    • Contracts and Acquisitions experience required.
    • Must have an Interim Secret Security Clearance
