    This position is located in the Bureau of Diplomatic Security, Directorate of Domestic Operations, Office of Investigations and Counterintelligence, Computer Investigations and Forensics Division (CIF).  CIF provides specialized support to investigative offices within the Bureau of Diplomatic Security and the Department of State, Office of the Inspector General.  This support consists of the collection, preservation, and analysis of digital evidence to include computers, mobile devices, as well as audio and video recordings.

    The senior Analyst V shall conduct a full caseload of forensic exams as well as provide expert direction and guidance to junior digital forensic analysts and specialists serving the Computer Investigations & Forensics Division.  The Analyst V shall possess strong problem solving skills, relevant experience and comprehensive knowledge of and ability to apply all applicable digital forensic techniques and procedures.

    The Digital Forensic Technician will receive direct government oversight, assignments, and direction from the CIF Division Chief, Digital Forensic Program Manager, from identified SMEs and/or the CIF/COR. 

    Responsibilities

    • Conduct complex and technically difficult forensic examinations of digital media from a variety of sources with the goal of developing forensically sound evidence
    • Apply industry-accepted principles and practices in retrieving, recovering, and preserving digital evidence
    • Utilize industry-accepted forensic tools such as EnCase and FTK
    • Utilize experience and knowledge of a wide variety of advanced computer technologies, encryption schemes, and forensic theories to conduct analysis of submitted evidence
    • Collaborate with other forensic analysts, law enforcement officers, and legal experts to identify and recommend methods and procedures for recovery, preservation, and presentation of digital evidence
    • Prepare clear and comprehensive notes and reports of findings. Testifying to those findings in judicial proceedings. Review reports, notes, and case files of junior analysts
    • Act as a senior mentor for mid-level and junior analysts and possessing the ability to lead forensic investigations in the field
    • Receive, inventorying, and signing for physical evidence submitted for examination
    • Research and maintain proficiency in tools, techniques, countermeasures, and trends in computer network vulnerabilities, data hiding, network security, and encryption
    • Coordinate with junior forensic analysts in case management and scene management.

     

    Qualifications

     

    • Bachelor’s degree from an accredited institution or equivalent and eight to ten years of related experience. (A minimum of twenty (20) years professional, specialized experience in a related field is required without a Bachelor’s degree.  Program management may waive education and/or experience based on program needs.)
    • At least four CIF approved forensic certifications, such as CFCE, EnCE, ACE, and CDFE
    • Training and experience in conducting forensic investigations in unique technologies specifically needed by CIF, such as digital video examinations, cell phone and mobile devices, vehicle forensics, or unique and industry leading technical abilities can be substituted with for years of experience upon CIF COR approval.
    • Ability to work independently as well as provide technical direction and guidance to lower-level professional/technical contract personnel
    • Ability to establish and maintain effective relationships
    • Possess a flexible, team-oriented approach to work
    • Skill and ability in managing multiple concurrent activities of varying complexity, including changing priorities and short turn-around times
    • Strong ability to plan and remain organized
    • Experience drafting and editing US government reports and documents
    • Possess strong multi-tasking skills with the ability to work effectively and efficiently in a fast-paced, high-volume work environment
    • Ability to problem-solve, use sound judgment to generate and evaluate alternatives, and make recommendations
    • Excellent interpersonal skills working and coordinating with individuals at all levels in and outside the organization and the general public, with the ability to deal tactfully, courteously, and professionally with customers and peers
    • Ability to work independently on projects and issues within overall policy guidelines
