  • Overview

    ITility is looking for an Senior Data Management Technical Specialist to support the Department of Homeland Security, Office of the Chief Financial Officer, Financial Systems Modernization (FSM) program. This project provides services support in two general business areas to include JPMO and the Travel Management Team. The DHS FSM program requires support for Overall Program Management/Leadership, Project and Financial Management, IT Management, and Business Transformation. These functions will be performed to facilitate the modernization of financial management systems at DHS and its components and directorates. The Travel Management team requires guidance and oversight support for the travel program. This includes guidance and oversight of system integration to the travel system and information technology planning and coordination.


    The Data Management Senior Technical Specialist will work within the FSM JPMO’s IT Management branch and will assist in overseeing all technical activities related to the migration of component level financial management systems. These activities are guided by several policy documents to include DHS’s Systems Engineering Life Cycle (SELC) and DHS Directive 102-01.

    To improve the effectiveness and efficiency of FSM’s efforts to track requirements and map those requirements to test cases, scenarios, and results, the contractor shall provide recommendations on web-based systems FSM can use for this purpose. Any recommended\ system shall be accessible to all requirements and testing management staff within the FSM\ program. The system shall allow for the input of requirements, the creation of unique keys that can identify requirements, the ability to use such keys to link requirements to test cases, the ability to enter test cases into the system, provide for the entry of defect tickets identified during testing, allow for the reporting of results of test cases, the ability to produce reports which demonstrate each requirement was tested and met with positive results. More than one software solution can be utilized to meet these needs as long as a clear linkage can be established between specific requirements and final test results. Specific duties include:


    • Support the FSM JPMO Data Management lead in the oversight and review of all data management plans and artifacts.
    • Create and review plans and support the implementation of data management, data cleansing, data dictionaries, data migration, data conversion, data archiving, backup and recovery plans, and products.
    • Review Component legacy system data and ensure an accurate understanding of the data elements, structures, and quality is recorded.
    • Setup staging environments for data cleansing and conversion activities.
    • Assist Components in preparing for migration of legacy data into a new standardized system such as executing mock data conversions and cutover activities.


    Desired Education: MS

    Desired Experience: 12 yrs. total/ 8 yrs. specific Data Management Experience

    Minimum Education: BS/BA

    Minimum Experience: 12 yrs. total/ 4 yrs. specific Data Management Experience


    Security Requirements: Must be able to pass a suitability/background investigation with the DHS Office of Security, Personnel Security Division.
