    ITility is looking for an Senior Requirements Management Analyst to support the Department of Homeland Security, Office of the Chief Financial Officer, Financial Systems Modernization (FSM) program. This project provides services support in two general business areas to include JPMO and the Travel Management Team. The DHS FSM program requires support for Overall Program Management/Leadership, Project and Financial Management, IT Management, and Business Transformation. These functions will be performed to facilitate the modernization of financial management systems at DHS and its components and directorates. The Travel Management team requires guidance and oversight support for the travel program. This includes guidance and oversight of system integration to the travel system and information technology planning and coordination.

    Responsibilities

    The Requirements Management Senior Analyst will work within the FSM JPMO’s Project and Financial Management branch and will assist in overseeing all project management, (including System Engineering Lifecycle (SELC) deliverables, risk and schedule management), funds management, and performance management for the FSM program. Specific duties include:

    • Support the FSM JPMO lead for the Requirements Integrated Project Teams (IPT) with requirements gathering, documenting, reviewing, and tracking for the migration of component level financial management systems to all FSM programs.
    • Assist with identifying and managing FSM requirements using the DHS management tool. This will include updating FSM documents such as the Requirements Traceability Matrix (RTM) as well as Gap Analysis Documents (GAD) which list functional gaps between component agency requirements and the targeted environment’s technical capabilities.
    • Work with the Technical Functional Testing leads to identify FSM system requirements that will facilitate the translation of test scripts and results, tracking requirements to test scripts and results.
    • Establish and manage a change control process that allows for the full deliberation, costing, and approval of change requests, and document the management decision.
    • Analyze and document current Departmental and Component systems, processes, and policies.
    • Coordinate and facilitate meetings for the purpose of working with component staff to gather and document requirements.
    • Establish a centralized repository that contains all Requirements Traceability Matrices (RTM) and Gap Analysis Documents (GAD) as well as other requirements related documents that can be accesses by any Departmental and component personnel involved in the shared service or DHS hosted migration.

    Qualifications

    Desired Education: MS

    Desired Experience: 12 yrs. total/ 8 yrs. specific Requirements Management Experience

    Minimum Education: BS/BA

    Minimum Experience: 12 yrs. total/ 4 yrs. specific Requirements Management Experience

     

    Security Requirements: Must be able to pass a suitability/background investigation with the DHS Office of Security, Personnel Security Division.
