Overview

The Security Manager shall exercise judgement in determining appropriate task response regarding RD, DRD and IP Desk Officers.  Organize, and manage assigned responsibilities in a highly dynamic work environment under minimal supervision. Work effectively with individuals at all levels to plan and coordinate activities across program and organizational lines.   Communicate effectively orally and in writing. Resolve issues and keep supervisor informed.

Responsibilities

  • Conduct duties and responsibilities in accordance with agency policies and applicable security regulations
  • Effectively communicate with all levels of Department of State personnel and other Federal agencies
  • Manage the project in accordance with this statement of work, budget, and scheduled deliverables
  • Provide recommendations regarding project management and participate in the development of project management practices, procedures, and processes
  • Provide a managed structure of data for decision-making and recommending courses of action
  • Track, update, and prepare reports on various specialized projects utilizing databases, track history, and process
  • Review project performance reports and other documents
  • Update and review MS Project Schedule information; forecast future progress-based project data
  • Develop agendas in coordination with managers, facilitate meetings, and edit management meeting minutes
  • Provide extensive support to DOS’ programs for protecting classified National Security Information at all levels and sensitive information within the Department and entrusted to private industry
  • Plan and organizing logistics for annual IP regional conferences
  • Draft guidance, summaries, memoranda, correspondence, and written reports containing statistical analysis related to IP programs
  • Manage MS Excel-based IP expansion and performance matrices, to include regularly updating the documents with relevant statistical data and appropriate weights and metrics
  • Maintain liaison with high-level personnel in DS front office management to coordinate program expansion initiatives, conference approval requests, and memoranda crucial to the success of the IP Directorate
  • Update briefings, presentations, and other informational products for IP leadership
  • Provide technical expertise and support in regards to SharePoint site development and administration
  • Perform SharePoint database management and administration
  • Share ownership of the IP SharePoint site, to include developing site content and making improvements/updates as necessary
  • Gather requirements to develop Information Technology (IT) solutions for a wide range of analytical tools

Qualifications

MINIMUM EDUCATION/QUALIFICATIONS

  • US Citizenship
  • Bachelor’s degree from an accredited institution in a technical, security, or management related discipline
  • Minimum of five years professional experience in a related field; this includes policy and security standards development, risk analysis and scheduling, logistics, budget analysis, and/or project management planning
  • Must possess experience with applicable security requirements and practices in the civilian sector of the Federal government and be capable of demonstrating experience consistent with security principles and best practices with applicable Federal regulations and guidelines
  • Minimum three year of direct Government contracting experience at task/project management level and applicable Industry Certification
  • Excellent interpersonal skills working with individuals at all levels within the organization
  • Ability to communicate effectively, both orally and in writing, with superiors, colleagues, business professionals, and the general public
  • Ability to provide advice, guidance, and consultation with regard to the interpretation and application of analysis
  • Proficiency in Microsoft Suite and MS SharePoint
  • Experience drafting US government reports and documents
  • Ability to communicate effectively with all levels of Department of State personnel and other Federal agencies
  • Ability to work under limited supervision in performing program security support
  • Ability to conduct duties and responsibilities in accordance with agency policies and applicable security regulations
  • Possess technical proficiency, specialized experience, and management in the area(s) of the project's statement of work
  • Possess analytical and specialized technical skills, which will enable him/her to perform all position aspects to include security project management and policy issues agency-wide, formulate strategies, and establish priorities for resolution in a timely, responsive manner
  • Knowledge and understanding of IP programmatic concepts, principles, practices, procedures, and operations
  • Knowledge of a broad range of IP posts and programs in order to communicate with Embassies and Consulates overseas in support of the IP mission
  • Ability to liaise with US Embassy and Consular personnel, as well as representatives of domestic and foreign law enforcement entities
  • Possess strong multi-tasking skills with the ability to work effectively and efficiently in a fast-paced, high-volume work environment
  • Ability to work independently on projects and issues within overall policy guideline
  • Possess excellent organizational and follow-up skills
