    ITility is seeking an experienced Senior Defense Production Act Consultant to support and advise the FEMA Director and Associate Director in advising the President on issues of national defense resources preparedness related to DPA authorities. Support is provided by through development of DPA guidance and procedures in consultation with other federal agencies that have been delegated DPA authority and functions.


    Responsible to lead the majority of the FEMA Defense Production Act efforts, in particular those of highest visibility and interactions with Senior Officials and external agencies.

    Specific responsibilities include:

    • Thoroughly understand and apply the knowledge of the Defense Production Act of 1950, as amended; Executive Order 13603, “National Defense Resources Preparedness;” DHS Delegation 09052; and the emergency management domain.
    • Develop and implement guidance, procedures, and issue papers to implement Defense Production Act (DPA) authorities;
    • Provide analyses and develop materials for hearings, briefings, reports, executive orders, regulations, and legislative amendments for the DPA program;
    • Respond to ongoing issues within the Congress, White House, and Department of Homeland Security that impacts DPA policies, procedures, plans, and programs;
    • Assist with DPA program determinations and working with suppliers of critical items to resolve issues involving use, or potential use, of priorities and allocations authorized by the DPA;
    • Coordinate DPA plans and programs with Government organizations and personnel, to include the development and implementation of training and exercises; and
    • Support DPA Committee administration and activities.


    Minimum Requirements:

    • Master’s degree
    • 14 years total experience
    • 10 years DPA experience
    • 10 years management position.
