     ITility is looking for an experienced and qualified Data Integrity and Operational Support Subject Matter Expert to provide technical support in planning and maintaining oversight of project plans, performance models and production analysis. The contractor shall design and create usable templates to generate tools and reports at specific intervals, such as weekly, bi-weekly, monthly, semi-annually, etc. in support of the USCIS mission. The Contractor will conduct data analysis and develop models that will be used by FOD to inform operational decision making. Perform content management support activities for developing FOD’s internal site on the Share Point platform and other web platforms to creation, design, and publishing of content and document management to enhance information sharing and project management that is specific to supporting FOD’s day to day operations and production management efforts. Support shall include the development and operational support and maintenance (O&M) of USCIS approved database applications, which will be used to collect Quality Management, Production Management, Data Analysis and Reporting and Resource Management Branch data leveraging web based accessibility of the data. Employ full life cycle development including data requirements, analysis, design, implementation, testing and feedback for various projects.The position will also provide support functions, management or strategic consulting, program planning, production and resource planning, audits and evaluations, studies, scenarios, and reports relating to mission oriented business programs.

     

    Responsibilities

    1. Utilize statistical process control, regression analysis, trend analysis, and other statistical tools and methods to design, build and implement analytical models used within two (2) weeks after approval of the Program Management Plan and update within eight (8) hours upon Government notification. Models shall be used in the identification and categorization of data anomalies, production trends, revenue and receipt forecasting and other relevant performance measures. Assist in evaluating and determining the placement of new field offices throughout the continental U.S. and its Territories.

    2. Capture system data in efficient storage and retrieval applications to allow for analytical tasks to inform FOD’s day to day operations management within 60 days of approval of the Program Management Plan and update every two (2) weeks thereafter. The government’s definition of efficient storage and retrieval applications is the ability to respond within established protocols articulated in the industry.

    3. Interface through weekly meetings with Field Operations Field Offices and entities to fulfill all requirements in data gathering, reporting, analysis and verification of quality and production management data. This level of support is aimed at internal support for FOD’s operations monitoring and production management, shall begin within 60 days of approval of Program Management Plan and weekly thereafter.

    4. Coordinate with managers on a weekly basis from the four operating divisions within FOD to gather feedback and requirements to build FOD specific operational support platforms aimed at improving field operations. Meetings shall begin within 60 days of approval of Program Management Plan and monthly thereafter.

    5. Provide support in developing platforms to support information sharing and project management within FOD for the Quality Management program. This will include development of tools and systems to support FOD specific process improvement information sharing leveraging existing and new information sharing platforms.

    Qualifications

    Minimum Qualifications:

    • Must have a minimum of a Bachelor's Degree
    • Fourteen years experience
    • Six years years of related experience integrating, modernizing and deploying information systems across diverse geographical locations, different organizational environments, and within Government agencies.
    • Proficient in the following technical language: ASP, ASP.NET, VBA, VB Script, JavaScript, CSS, HTML, Action Script.

    • Proficient in the following databases: MySQL, SQL Server, Microsoft Access

    • Proficient in the following platforms: Microsoft Windows 7/Vista/XP/2000/98, Unix, Linux, Internet Information Services (IIS), and Apache Web Server.

    • Working knowledge of the following programming languages: Ruby, Java, SQL and VBA.
    • Proficient in the following applications: Adobe CS5 (Photoshop, Illustrator, Premier, After Effects, Flash, Dreamweaver); Microsoft Office Suite (Word, Excel, Access, Outlook, Project, Visio, Power Point, FrontPage, Share Point, and Visual Studio); and Navicat.

    • Security Clearance: DHS Suitability

    Preferred Qualifications:

    • English language fluency
    • Ability to communicate effectively both orally and in writing
    • Ability to follow written and/or oral directions
    • Professional telephone and e-mail etiquette
    • Proficiency in Microsoft Office Suite
    • Strong organizational skills
