Support PA&E (DHS) with producing its quarterly and annual PAR and FYHSP reports, conduct data quality analysis and reconciliation on information to be included in these reports, assist with the delivery of workshops and seminars on organizational performance management topics, and provide recommendations and input on the implementation of GPRAMA and related performance management initiatives. Shall analyze, validate, and manipulate data in order to produce the required reports and shall ensure that information included in the reports is consistent between reports and with data contained within the FYHSP system as the various iterations of the drafts and final reports are produced.
Responsible for all Contractor work performed under this SOW and shall be a single point of contact for the Contracting Officer and the Contracting Officer’s Representative (COR).
Have at a minimum; at least 10 years of relevant experience. A Bachelor’s degree in a related academic field is required; a Master’s Degree is preferred, along with a track record of managing similar complex projects and delivering products on time.
Must demonstrate subject matter knowledge and experience in interpreting and applying the GPRA Modernization Act (GPRAMA), OMB Circular A-136: Financial Reporting Requirements, and OMB Circular A-11, Part 6: Preparation and Submission of Strategic Plans, Annual Performance Plans, and Annual Performance Reports.
Demonstrated ability to analyze and validate data. Must be highly skilled in the use of Excel and the ability to manipulate data in the MS Office suite.
Strong written communication skills, demonstrated by the ability to consolidate and synthesize complex and varied sources of information into clear, concise and easily understandable documents, and experienced in desktop publishing.
Demonstrated ability and experience in working with senior Government officials.
Experience working collaboratively and integrating information from multiple offices and sources under short time frames.
Knowledge of DHS Components and programs is preferred.
